Reporting on a decision by the Permanent Court of Arbitration at The Hague that it has jurisdiction in a case involving environmental damage suits filed against Chevron by plaintiffs lawyers representing residents of Ecuador's Amazon region, WSJ reporter Isabel Ordonez wrote:

         Some international arbitration experts said the ruling is a significant step for
         Chevron' ability to progress its claims. The tribunal now will hear the merits on
         whether Texaco's agreement with Ecuador protects Chevron from liability
         associated with the alleged pollution in the Amazon region, said Wayne R.
         Wilson, an international arbitration consultant with UHY Advisors, who doesn't
         represent either Chevron or Ecuador.

         "If the tribunal in the end decides that the entities liable for the pollution are
         Ecuador or Petroecuador, Ecuadorian plaintiffs suing Chevron will have to try
         to collect from the government," Wilson said.
